State planning commission gosplan by 1939 soviet union is 3rd largest industrial economy in the world they were not good at producing consumer goods, they ran out of shoes! Gulag labor built 141 miles of canals about 15% of the workers died during the construction of it. Collectivization of agriculture- begins state collective farms went from small family farms to large govt collective farms replace ox/horse with the tractor. Tractor becomes the symbol for the collectivization movement propaganda tried to show that everyone actually liked this, but that was not true . Huge resistance by the peasant farmers, they burned crops.
