Law created by elected legislative bodies at all levels. A state may have a statute that prohibits publication of a student"s records without their consent. If no such state statute exists, under common law, the case cannot be resolved until the student"s records are actually published and the student decides to bring action by filing a lawsuit. These can be dealt with very difficult if they are violated, but common law can take years. All criminal laws are statutory laws (underage drinking, speeding etc) Courts may become involved in statutory law when poorly written or ambiguous statutes need interpretation. Example: it is illegal to distribute a violent video game to minors. President have the power to issue to rules of law, but can be challenged in court. If you have enough opposition in court it can be overturned and challenged in court. Legal rules are decided by judges after hearing the facts of a case.
