They pass legislation because they made promises to others. Stay organized: increase efficiency: do not have time to waste. Constitution says little about congress organization: only mentions bicameral legislation. Principles of organization: parties in government, parties allow you to win the electoral vote because you have a brand, committees, divide policies. Share information with each other: staff, senate staff, committee staff, hor staff , a lot of people in congress! Hoping for more people of their party in the next election: house, presiding officer + substantive leader: speaker of the house, parties tend to stick together. Speaker of the house is almost always from the majority party: majority leader, minority leader: queens of the losers. Always lose during arguments because there aren"t enough votes: why does the senate not give up all its power in one person, senate didn"t pick the vice president. The president could be of the opposite party than the majority party.
