Congress overturned wilson"s veto against literacy test and put it into effect. Groups apart: mexicans, puerto ricans, and asian-americans. Puerto ricans given citizenship (for purpose of potentially serving in army) Excluded from almost all progressive ideas of freedom. Continued disenfranchisement in south particularly vote and unions. Held outside from consumer society and luxuries that result. *racial tension is promoted during this time. Woodrow wilson: created segregation in the federal government. Fired all african americans in positions when he came into office.
