Bill of rights
Added by the first congress in 1789 after an agreement allowing
ratification of the constitution
12 amendments were proposed by both houses of congress. Senate
insisted that new rights apply ONLY to national government
ten were ratified and went into effect in 1791. What about the other
two? One disappeared forever, but the other….
Bill of rights and the states a timeline
1789: house and senate propose the 12 amendments that will
become the bill of rights. The senate stipulates that the proposed
amendments will not place restictions upon the state governments.
