PSC Chapter 11 10/17/2013 7:33:00 AM Bill of rights  Added by the first congress in 1789 after an agreement allowing ratification of the constitution  12 amendments were proposed by both houses of congress. Senate insisted that new rights apply ONLY to national government  ten were ratified and went into effect in 1791. What about the other two? One disappeared forever, but the other….
