Conclusion of the kerner commission (1968) after the watts riots. - residential segregation concentrates poverty and its deleterious effects. - the effect of segregation on american blacks is structural, not individual. - levels of black-white segregation do not vary significantly by social class. - segregation prevents blacks from participating in pluralist politics -- as do other ethnic and racial groups -- based on mutual self-interest: the black underclass. Four theoretical explanations: culture, institutionalized racism, welfare, economics (1) cultural explanations: - isolation index (4) exodus of blacks from south: 1930-70: tools and strategies of residential segregation, 1900- (1) violence. Dedicated to stopping expansion of black settlement among ghetto frontier (3) restrictive covenants.
