No one was hell bent on revenge (for the western powers) There was more sound legal and moral ground because people who set up the trials were not the victors. 3 types of crimes tried (1) war crimes (2) genocide (3) crimes against humanity. Not sure if it would be anything other than symbolic. No budget initially, around ,000 only afterwards. War crimes apply to any armed conflict - article 3 of geneva convention. Needed human testimony and people were often too scared to testify. Un didn"t authorize nato to apprehend people for icty (a grave mistake) Then could only arrest people if they ran into a suspect. Then tony blair and madeleine albright authorized full arrests. Ictr - set up in 1994, in tanzania. Rwanda has been very stable since icty (not expected) Ictr had priority are who they wanted to try. Had the death penalty and a horrible prison system (poor conditions)
