At the end of the cold war, the us was an unparalleled superpower. Not seen as such a bad thing: capitalism, democracy and western culture had prevailed. Positive view in the world of us power. After 9/11: persistent and explicit statements about the us would do with its power. After a while, less clear vision of what us power would look like. Bush years explicit statements of what us power would resemble. Neorealists would look at the shifts in power, but overlook a lot (like roles of individs) New dangers are facing the world (ie. terrorism) They can"t be dealt with by traditional means (ie. can"t just be deterred) Need new policies to deter the threat. Possible use of preemptive or preventive war.
