Genocide has change ideologies - end of the cold war. Un n us didnt want to intervene. Applience force to achieve peace only increases aggessiveness. Counter: though intervation might now end conflict, it does mitigate it. They encourag rebel group to provoke the international system to help by commiting more violence. Counter: attacks have decreased since intervation began occurring.
