Constitutions that have the ability to apply pressure on public institutions. Ex. school personnel don"t always respond to all parents the same way. Parents at calvin simmons in fruitvale may mobilize and protest lack of resources, but school personnel, school boards and other elected officials may not have an incentive to meet their demands. Low social capital, low cultural capital, low financial capital constituencies not perceived as threat.
