Democratization - minimizes power of civil servants and lower classes and privileges greatest possible direct rule (party leaders) Because you need an area of expertise to be placed in a rung of the hierarchy. Attitude of habitual, expert mastery of duties/functions. Bureaucracy perpetuates bc it"s in everyone"s interest. Leadership may change but the structure remains.
