: a system of government in which both the states and the national government remain supreme w ithin their own spheres, each responsible for some policies. This is based on a narrow interpretation of the federal government"s power. It largely ended in the 1930s due to new deal"s expansion of gov"t power. Cooperative federalism(marble cake, us is like this): a system of government in which powers and policy assignments are shared between states and the national government. The states and the federal government share costs and administration. Laboratory for democracy: a state that tries novel social and economic experiments w/o risk to the country. This is allowed b/c of the 10th amendment. Devolution: the transfer of power and responsibility from the federal gov"t to state or local govt"s. Example: 1996 welfare reform act = congress gave states the power to run their own welfare programs. States were allowed to figure out ways to transfer welfare to work.
