Problems with bureaucratic action: fragmentation causes inefficiency. Some agencies have different rules for the same policy. Agencies often engage in turf battles, duplicative actions, and contradictory actions. Arguments for/against de regulation: conservatives say that regulation has become too burdensome and inhibits freedom by raising costs and prices, hurting competitiveness overseas, and it doesn"t always work. Liberals say that regulation is needed to prevent abuse, corruption, and fraud, as the environment and economy suffered without it. Executive orders: directive, order, or regulation issued by the president that affect how bureaucratic agencies operate. They have the force of law, and are more limited in scope than laws passed in congress, as they apply to the executive branch. President"s economic powers: president may use office of management and budget(omb) to cut or add to an agency"s budget. Only congress has the power to appropriate funds to an agency, though.
