1897 - spain"s queen, maria cristina, signed the carta autonomica de puerto rico. This royal decree said that puerto rico would have political autonomy on internal economic, legislative and political matters, while military and diplomatic power would remain under spanish authority! National legislature was elected in the spring of 1898 and the new parliament was opened on july 17th. However, the us invasion one week later prevented the parliament from conducting much of its business. The war ended in august with the treaty of paris, which was signed in december 1898 - which said the us took possession of puerto rico. Pr"s legislature was not apart of these negotiations. After gaining possession of puerto rico, president mckinley appointed charles herbert. Allen ignored the islands legislature on economic and political matters, refusing to make investment loans to puerto rican business, and directed the legislature to approve subsidies for companies from the mainland.
