Ambition could mean many things, but starts with staying popular with voters. Americans are divided on the aca repeal and replacement. Lots of answers, but the main theme here is simple: congress is an evolving institution. Because it helps show the distance traveled over the past 200+ years. Because it shows how little guidance the constitution provides to the development of congress. Other than the very basics, congress has enormously changed over time. There are a lot of things we associate with govt that isnt on it. Social welfare, education or science, environment, a lot to do with defense/militia. Bottom line: constitution provides broad outline of governmental powers subsequent generations fill in those powers (obamacare) We are a much different country than we were when the constitution was. In this class, we will focus on 3 separate issues: organization, internal rules, legislative written procedure. Organization: general break up of the govt. Legislative procedure: section 7, clause 1 & 2.
