The product of each organizational level is composed of, and is affected by the product of the lower level. (student test scores, classroom test scores, school test scores, district test scores). Any single educational resource has a different manifestation at each hierarchical level and results in distinct outcomes: example of time as an educational resource: Length of school year to comply with state laws. Length of school day to comply with teacher labor contracts. Time of day school opens and closes, holidays, etc integrates school with the community (co-ordinate with parents" work hours and day care arrangements) Time outcomes at the school district level can be evaluated in terms of: law enforcement, labor contracts and integration with the community. Decisions made by teacher involve the amount of time students have available for productive work in various subjects. Elementary schools: what time of the day to teach different subject, how much time to spend in each activity/subject.
