Chaotic years: warfare, witches, and other chaotic movements prevailed. The end of 30 years" war and all religious wars ended with no victor. Physically, financially, and emotionally exhausted, countries agreed to end the war with treaty of westphalia. They created balance of power among countries and redrew the boundaries so that all countries have relatively equal strength. It was to prevent further war by giving countries equal regional stability. Degrees of technological development, accessibility of ports, population density, literacy levels, and other factors were considered. Absolutism was also created to give governments absolute authority for dictatorship. To maintain absolutism, the governments formed allies to support one another to put down their own subjects. People began to cherish the idea and wrote books, plays, and dramas about it. Thomas hobbes wrote leviathan to argue that tyranny, or absolutism, is good since it is the best guarantee of freedom we have.
