Has to be a lot of commerce taking place in a relatively defined area (targets) Within the eastern mediterranean, the greeks have those conditions. Lots of places to hide - eastern mediterranean has many islands. The pirates didn"t actually steal stuff - would attack a ship - throw all the goods overboard -- confiscate the ship (which has real value) - sell the people on board as slaves. Leistes - someone who attacks a coastal town from the sea. Kataponitistas - people who throw things from the ship. Greeks are also the primary pirates- have a virtual monopoly on the sea lanes. Pirates are often merchant for the same time - seasonal activity - The roman empire was an ideological empire - based on the idea of a certain kind of society. They recognized they were in the center of the mediterranean. Begins as a small village on the seven hills of rome.
