One of the classic works was written by james coleman, Coleman wrote in aftermath of civil rights act, one of two seminal pieces of legislation passed by johnson, trying to address disparities in legal system for blacks and whites. Brown v board of education, separate but equal is inherently unequal . Some said it was reasonable for parents to favor their children learning with their own familiar peers, judges ruled that this wasn"t true, simply unfair to those with disadvantaged background. Coleman surveyed half million students in public schools, Examined home background, aspirational levels, standardized tests, and he found that american schools in the 60s were still largely segregated. 80% of white students were in schools with 90-100% white population. 65% of african american students were in schools with 90% black , this was a decade after brown v board. One thing to pass a law, another to enforce it.
