May 31, 1915 - german zeppelin appeared over london and dropped bombs over. 7 people died and 30 something were wounded. 1917 - germans switched to fixed wing bombers, 14 gothas killed 172 londoners. Londoners crowded down into tube stations to avoid air raids. Only way to retaliate against bombings was by threatening to terror bomb enemy cities, bombers would get through regardless of defenses. Planners all said that the luftwaffe would hit london hard and often. British people would surely panic, riot, and engage in civil disorder.
