Londoners crowded down into tube stations to avoid air raids. Only way to retaliate against bombings was by threatening to terror bomb enemy cities, bombers would get through regardless of defenses. Planners all said that the luftwaffe would hit london hard and often. British people would surely panic, riot, and engage in civil disorder.
