Medicaid: means test, low income paid for by taxes. Combined social insurance and public assistance programs into one. Defeated ama and insurance industry opposed it. Expanded the role of private health insurance. The husband lost his insurance once he documented that his wife had cancer. Their income was too high to qualify for medicaid. They applied for medicare but had to wait for approval. Without insurance, the wife could not get treatment. Patient protection and affordable care act 2010: it is 20,000 pages. Medicaid is expanded for children, pregnant women, parents, and adults without dependent children with incomes up to 133% of the federal poverty line. The federal government established a high risk pool to provide coverage to people with pre-existing conditions. Requires virtually all americans to have health insurance. This was revoked by trump in 2018.
