Social legislation opposed by classical liberals in 19th century (because it limits the free action of the individual) Classical liberalism (early 19th century): freeing the bourgeois business person and citizens with property to pursue their own interests/happiness unhindered. Modem liberalism (later 19th century): focus was turned to the quality of responsible living in which all men have a change to share.
