Motivation: william penn (english quaker) created a colony that was religiously tolerant. Mercantilism: raw materials out of colonies sent to home country, manufactured goods sold in home countries + colonies. Navigation acts: english mandate that primary products (tobacco, sugar, rice) had to be carried on english ships to english ports before they can be exported anywhere else.
