Ulema became more influential: alliance between religious and political authorities to produce more docile subjects through religious indoctrination and social disciplining, proactive policy to modify behavior of all muslims. Regular attendance at mosques, esp. for friday prayers. 1537 decree to construct friday mosque in every village. 1546 no more monetary fines for absence from prayers. Empowerment of kadis and imams as regulators.
