Wilson"s first term as prez (1913-1917) had limited success applying high moral standards to foreign relations. His sec. of state (w. j. bryan), hoped to show that u. s. respected other nations rights and supported spread of democracy. Wilson decided to correct what he viewed as wrongful policies in the past.
