We would like this variations to be explainable. Knowing the value of a predictor variable will tell us the exact value of a response variable. There will (nearly) always be unexplained variation in data. We do not have an explanation for what accounts for the differences in measurements. Our goal is typically to explain as much variation as we can. We also want to quantify the extent to which variation is not explained.
