How policy influences political behavior of mass public. Surveyed 2000 members of world war ii generation, veterans and nonveterans. Conducted in-depth interviews with 30 veterans: archival and historical research. Finding: among nonblack male veterans, those who used gi bill education & training benefits later participated in 50% more civic organizations and 30% more political activities and memberships during the postwar era than non-beneficiaries didn"t exhibit. Access: for men, inclusive across class, religious background.
