Uniform crime reports (ucr: fbi compiles data, counts of offenses reported by law enforcement agencies, actual count of people being caught and arrested for crimes. Reported by law enforcement agencies that tell the fbi. National crime victimization survey (ncvs: bjs (bureau of justice statistics, crime victimization reports from a national sample, presents account of the victim"s standpoint. Neither are completely inclusive. i. e. shoplifting may not get caught or have a direct victim. According to ucr, crime rates have been declining over time. Media coverage of crime has little to do with actual crime rates: instead it focuses on more sensational crimes which are often the least likely to occur.
