Rulers allocated land to specific individual e. g. high ranking officials for personal ownerships. British colonial era- modifications system of native administration . Assumptions made about local chief authority over particular community groups. Native administration involved allocation of particular territories by chief. British colonial fixed it - 1920s prescribe tribal boundaries. Created conflict-prone ethnic tensions which then cracks under environmental pressures.
