These administrative units operate with varying degrees of power and autonomy from the federal government. The 21 republics, established and recognized in order to accommodate substantial ethnic minorities, include a cluster in the far south, another lying to the east of moscow, and a third which lies in the mongolia border zone. When russia"s post 1991 government took over, it faced complicated administrative problems.
