Isolationist sentiment was very strong in us in 1930s as a result of aftermath of wwi. This posed problems for fdr and advisors, who wished to intervene as early as 1939. Intervention had to produce a lasting peace. Us had to finish job begun by wilson: to create a new international system that would encourage peace and prosperity. Majority of american favored helping allies- short of joining war. Fdr and churchill issued atlantic charter (1941) to outline war aims.
