Geographic= congress members representing a physical location like a state or district. National= is a result of congress members" future ambitions like running for president. Substantive= congress members taking positions on issues or policies that correspond to what their constituents want. Fenno"s concentric cycles= a group of constituencies that congress members represent. These circles include personal primary re-election and geographic. This constituency is the most important because this is the region who will be electing them into office. So, you want to make sure their needs are met or else you will not be in office very long. The next largest circle is the reelection constituency. This circle is composed of voters who will support the congress member in his pursuit of reelection. This section is a subsection of the geographic section. In a state, rural/urban cities tend to vote for the republican candidate while the urban cities tend to vote for the democratic candidate.
