All sane people very much want to survive (and want a comfortable life; comfort, pleasure, etc. ) the desire to survive almost always triumphs all other desires. Exceptions: torture, physical pain - may seek comfort. Concern: doesn"t discuss conduct in private life. Unclear what this view has to say why you should follow the rules when your conduct is not publicly observable. Sometimes people think people can commit a crime and get away with it (e. g. get away with murder) - Hobbes: chapter 15 paragraph 5: response to the fool (the person who says and thinks they should break the law if its to their benefit and the risk of punishment is small, benefits>harms)
