Enslave: you can be here but you are going to be working for us (you are distinct and because of this you will be treated differently from everybody else) Instead of trying to absorb/encourage others in another direction then let them be them. Promote: larger society decides that the smaller society"s ideas are good (encourage our people to adopt the ways of the people on the outside)
