Strategies to address prison crowding crisis: strategies, null strategy, construction strategy. States are prioritizing prison space: pew justice reinvestment initiative since 2007, 31 states participating, 21 states reformed sentencing laws. Justice reinvestment model: look at the big picture, dollars spent, high recidivism rates, craft policy solutions, manage prison population growth to reduce costs, reduce recidivism and increase public safety. Invest savings in what works: turn policy into practice, focus on those likely to reoffend, support programs proven to work, use effective supervision to hold offenders accountable, measure the impact. New york and new jersey utilized mutiple strategies: new york, changes in enforcement and sentencing for drug offenses, fewer drug offenders sent to prison. Alternatives used: shortened probation terms, fewer revocations, merit time for program completion, revision/repeal of rockefeller drug laws, new jersey, more timely parole hearings. Increased parole approval rates: exempt low level drug offenses.
