Elections require the accurate count and aggregation of votes. Ziblatt - voter fraud in imperial germany. Brady - butterfly ballot in florida in 2000. Current discussion about voter fraud and voter suppression. Election monitoring - organizations go to places and work with local officials. Monitoring missions do many things (talk to voters, polling station managers, observe count) Randomized controlled trial (rct) in uganda"s 2011 elections. Monitoring letter: communicating monitoring of tallies by domestic researchers. Increasing likelihood of being caught, decreases likelihood of doing something illegal. Punishment letter: communicating that there might be penalties for tally malfeasance. Outcomes: (1) posting of declarations of results, (2) vote share for incumbent, (3) measure of irregularity (adjacent #"s) (when ppl make up numbers, they try to make up numbers similar to each other) Monitoring letter will reduce incidence of electoral irregularities compared to places that received no letter.
