Document Summary

(realpolikik) prescribes countries to prepare for inevitable war in order to preserve peace. Zero-sum as a competitive situation in which there is little room for compromise, because the gains from one choice or one goal require a loss for another. Currently caught between the impulse to flex u. s. military muscle, self-help isolationism, and the desire to promote values such as human rights and democracy. Reasons for civil war: autonomy, control of the state, failed states. You have circumstances like we"ve talked about in the past, where the state has captured certain compositions of people who do not like being in that state. We talk about this mostly in the aspect of ethnic groups who want some autonomy or some independence from their ruling state. Examples include the basqs of spain, chechnya, etc. This may have ramifications as to ethnic identity. Often times, it is a rebellion against the forces in power, despite the ethnic identity.
