What government does: makes and enforces laws, provides goods and services, provides for the national defense, levies taxes to pay for all of the above. Allows citizens to pursue life liberty and happiness in a safe environment by the rule of law. Taxes: constitutional right of government that support all 3 branches. Federal spending: 65% of all government spending, state and local government spend other 35% Government employment: federal government largest single employer but state and local governments employ more, total government employment is 17% of workforce. Governance: cooperation between partners in and out of government to determine policies and their administration, involves both public and private resources to meet needs. Social equity: activities to enhance political power of minorities. Minorities are populations that lack political and economic resources: responsiveness to citizenry and to promote fairness, enhance political power and well-being of minorities.
