Research in social sciences is often concerned with who commits crime and why. Data is voluntarily submitted to it by about 17,000 local law enforcement agencies measurement error: so(cid:373)e age(cid:374)(cid:272)ies (cid:373)ay i(cid:374)terpret the fbi"s guidelines differently or not report certain crimes for political reasons. Measurement error: many victims do not report crime. A large survey of randomly selected american households regarding crime victimization generally finds more crime than reported in the ucr. ^^demographic characteristics of victims and criminals of homicide. Black males between eighteen and twenty-four are most likely to be murdered. White women over twenty-five years old are the least likely to be murdered. The age group that kills the most are young people between the ages of eighteen and twenty-four, and men commit nearly 90% of all murders.
