What insituions can we erect so that people are more likely to help in group interests not self interest. Private property- individuals have the property rights to manage that good. Group/common property- a group of people jointly holding the property rights to manage a good ex. Home owners associaion with parks or pools in neighborhood. Open access- anybody can do anything they want to the property ex. People who are in a situaion who are using a common pool resource face same incenive you had for holding a black card.
