When they set them for a body of water it is highly contenious, some may argue a stream can contain more aluent than others. Safe drinking water act- worried about regulaing quality of water that comes out of your tap. It is trying to manipulate behavior, push you, or incenivize you. If you change incenive, people"s behavior will change. Command and control demands you to do something. Two types of market based approaches: taxes and markets.
