By virtue of being human you have these rights. Are guaranteed by states but cannot be negated by states. The more vulnerable the population, the harder the enforcement. Repatriation- refugees must go back to their country and face persecution because life in refugee camps is unsustainable. Countries that are less able to receive refugees receive many refugees. No, because oftentimes conditions are so bad in a home country that migrants will simply find another, more dangerous way to migrate-- sometimes it is better to risk death or injury while migrating than to remain in a country. For refugees, it might deter them more easily because it"s more important just to find any place that could accept them instead of one specific country. Some borders are already very dangerous (us southern border), so efforts for deterrence might not make a difference.
