Document Summary

Race and criminal justice: the role of police. In 2008, african americans represent 12% of population but 40% of all arrests for violent crimes and 56% all robbery arrests. Shot and killed 4x whites, down from 8x in 1970s. Stereotyped as illegal immigrants; inappropriate traffic stops. Native american reservations - inadequate law enforcement resources despite higher crime rates. Conflicting authority among federal, state, local, and tribal law. Tribal law officers underfunded, poorly trained, quit often. Different racial/ethnic groups and communities have very different experiences with police. Variations by police units, tactics, and philosophies. Vast majority (88%) express confidence in police. Gap widens when asked about police use of excessive force or unfair treatment. Vast majority racial/ethnic minorities are law-abiding people who rarely have contact with police. 55% african americans and 26% whites felt not enough police in neighborhood. Highly publicized controversial incidents have short-term effect on public attitudes. Citizens highly influenced by how they feel officers treat them.
