Redistricting: changing district boundaries for population/number of house reps. Gerrymandering: scheming to guarantee some kind of political outcome. Ex: texas wanted to redraw the lines of 38 house districts to make sure that each one could only elect a republican. To put an end^ you need a cloture vote. Term limits purpose: you kick out the bad legislators and allows voters to bring in new people(prop 28) Bad because the good people get out too. Staffers end up running after their boss is kicked out. Even after they are kicked out they usually find another elected job. Prop 140 says you can serve up to 12 years in the assembly and 12 years in the state senate. But prop 28 our current law says you can serve up to 12 years in either legislative chamber but not both. A lot of people want congress term limits, but in order to do that you have to amend the constitution.
