She goes to every city and tells everyone that if they offer sanctuary to her, hera will punish them. Delos agrees to give her sanctuary if she makes a sanctuary for him. Hera sees that leto found a safe haven and hera withholds the birth, leaving leto in the agony of labor. Hera distracts eileithyia, the goddess of child birth. The two goddesses in the image are artemis and eilethyia. She is the only one who is not looking at. Leto (because she hates her for having an affair with her husband). There is already a sanctuary there for gaia guarded by pytho.
