Latin america 1976: 2/18 countries were fully democratic. Only some countries had histories of democratic regimes. Extreme inequality -- most unequal regions on earth. Small european elite in each country has controlled bulk of wealth and land. Extreme inequality and powerful land owning classes is not a good recipe for democracy. Elections often lead to calls for redistribution of wealth. Cuban revolution"s influence on us"s actions in latin america. Per capita income doubled and even tripled in some countries. La became overwhelmingly urban --> power of landowners decline. Stronger civil societies mean potential for stronger democracy movements. Late 1960"s -- la bishops and priests promote human rights and democracy as result of catholic church changing its image. Speak out with authority on human rights violations. By 1970"s, catholic church transformed itself from pillar of authoritarianism into force of democracy. Much of region sunk into worst recession in 40 years.
