- Chose a constable who supervised watchman

- Reward offered by the government for anyone who brought
criminals to justice.

Reward offered by the government for anyone who brought criminals to justice: thief-takers. Private citizen hired by victim to recover stolen property or arrest criminal. Unfortunately, sometimes worked in conjunction with thief: agent provocateur and thief makers. Subject would coax another into committing a crime and then turn them in for money: london metropolitan police department. Established in part to be more effective system of property protection for the wealthy and guard against anarchy. First department 1800s new york, boston, philadelphia. Mainly to combat outbreaks of violent labor strikes. Very political in hiring and promotion practices: first american police detectives.
