Kellogg delayed answer, said agreement should extend to all nations: unhappy briand forced to agree (why?, eventually included nearly all nations, hardly effective- enforcement relied on integrity/world opinion, nations renounced war from nat"l policy excepting self-defense. 1920s- us primarily isolationist: symbolized by k-b pact, extended trade/economy, refused to lead maintaining world order, harmless during postwar exhaustion, (early?) 1930s european/asian conflict increased isolationism- wanted to avoid war. 1930s- increasingly involved in world affairs, took leading role in maintaining world order. 1941- nazism/japanese imperialism forced entrance into wwii: allied victory chances small at time, mobilization soon showed military/industrial strength. 1945- allied victory; us emerged most powerful nation in world: remained very involved in maintaining world order, cold war prevented lasting peace/less active foreign policy, wwii seen as coming of age for us foreign policy.
