Discrimination against african americans: black officers were socially excluded from off duty activities with white officers, they were assigned exclusively to black neighborhoods, double marginality. White officers believed that black officers would give special treatment to their own race. The black community believed the black officer had betrayed his/her race: there was significant discrimination until the 60s. There were several federal court cases on discrimination. Got rid of clear and explicit discrimination (separate job titles, standards, and pay). De facto discrimination- things that are not intended to, but do, discriminate.
