Both vetoes were overruled: 13th amendment guarantees freedom; 14th(civil rights act) defines freedom, civil rights acts 1866-everyone born in us is a citizen, regardless of race; ends black. Commander of army act- president is technically no longer in charge of the army and must defer to another member of the government.
