Needed to: figure out what to do with the southern states, and what to do with the freed slaves. Lincoln"s, had to swear oath of allegiance, revoke ordnances of succession; had to repudiate confederate debt, ratify the 13th amendment; congress did not like the plan: stale mate-late 1866, congress tried to renew freedman"s bureau, vetoed by johnson. Both vetoes were overruled: 13th amendment guarantees freedom; 14th(civil rights act) defines freedom, civil rights acts 1866-everyone born in us is a citizen, regardless of race; ends black. Commander of army act- president is technically no longer in charge of the army and must defer to another member of the government.
